It does it best to prevent humans and societies from infections and deaths from avoidable diseases or viruses. Such systems are highly Positive Intelligence Agencies (PIA) with Optimal Positive Proactive Intelligence and Contingencies (OPPIC). Their science and citizens as well are invested in saving all the lives of its citizens and preventing them from unforeseen and avoidable harm. Such societies or people are proactive in preparing a Virus Free Future (VFF) for its citizens. DPS societies are not reactionary but proactive and preemptive with viruses.
